You are the head of a crime family in the city. Everyone wants to be in control of the most lucrative areas and businesses, but there's only so many good gangsters to go around. Players make bids on the black market to recruit such gangsters, acquire the best illegal items, and bribe the cops to look the other way when it comes to your operation.
