Cabal isn't your standard role playing game. The players aren't creating their own, individual characters. Instead, all the players are working together to create a single organization. That can be a little bit of whatever you want. Do you want to create a megacorporation? Or maybe a political faction? A secret society? A grassroots organization? Or even a group of alien refugees? Like I said, it's a bit different.
As I mentioned, players aren't creating individual characters, but are all creating parts of the organization. You'll work with the GM in creating different aspects of the group, as well as whatever goals you want for them. As your organization grows and changes, the GM will bring in different aspects and challenges for your organization to overcome. It's designed to be rather open, really letting you expand out and try a game that's a lot different than what you're usually used to.
