Work begun on developing a new howitzer during the 1920s after the Japanese Army sent a number of military attachés to Europe during World War One.
Observing the effectiveness of prolonged artillery bombardments, it was concluded that the Imperial Japanese Army required a weapon of similar capabilities in order to keep pace with the military forces in the west.
